What Is the EPA 608 Certification?

The EPA Section 608 certification is a federal requirement for any technician who purchases, services, or handles regulated refrigerants. It is required under Section 608 of the Clean Air Act, enforced by the U.S. Environmental Protection Agency (EPA). There is no exception for small quantities — if you buy or vent refrigerant without certification, you are breaking federal law.

There are four certification sections — Core (required for everyone), Type I, Type II, Type III, and Universal (all three types combined). A score of 70% or higher is required on each section — the exam is closed book except for Type I, which allows an open-book option at a higher passing score. The certification does not expire once earned. Each section is broken out below with its own practice tests.

Core

Core covers the environmental regulations that apply to every technician, regardless of what equipment you service. You cannot earn Type I, II, III, or Universal certification without passing Core first.

  • Clean Air Act & Montreal Protocol: the laws behind refrigerant regulation.
  • Ozone science: how CFCs and HCFCs deplete the ozone layer.
  • Recovery vs. recycling vs. reclaiming: the most heavily tested distinction on Core.
  • Venting prohibition dates: July 1, 1992 (CFCs/HCFCs) and November 15, 1995 (HFCs).
  • Record keeping: purchases of 2+ lbs must be documented and kept 3 years.

Type I

Type I covers small appliances — hermetically sealed systems with 5 lbs or less of refrigerant (window A/C units, household refrigerators, small freezers, dehumidifiers). It is the simplest section and a good entry point.

  • The 5 lb rule is the key boundary that defines Type I equipment.
  • Recovery thresholds: 90% while the compressor is running, 80% if it is not.
  • The only type that can be taken open-book/online — but open-book requires 84% (21/25) instead of the usual 70%.
  • Core must be passed first.

Type II

Type II covers high and very-high pressure systems — residential split systems, heat pumps, rooftop package units, and light commercial refrigeration. This is the most commonly needed section for field HVAC technicians.

  • Required vacuum levels: 10" Hg for systems under 200 lbs of refrigerant, 15" Hg for systems over 200 lbs.
  • Recovery methods: push-pull, vapor recovery, liquid recovery — know when to use each.
  • Leak detection: electronic detectors, UV dye, soap bubbles, nitrogen testing.
2026 update: expect questions on the R-410A → R-32/R-454B transition and updated leak-rate thresholds for large systems. R-32 and R-454B are mildly flammable (A2L class) and require different handling procedures.
Hardest section — study last

Type III

Type III covers low-pressure systems — large centrifugal chillers used in hospitals, malls, and other big commercial buildings. The physics here is counterintuitive compared to Type II.

  • These systems operate below atmospheric pressure, so leaks pull air inward instead of pushing refrigerant out.
  • Leak testing uses hot water, not nitrogen, because the system runs in a vacuum.
  • Purge unit operation is unique to Type III and shows up often on the exam.

Universal

Core + Type I + Type II + Type III

Universal certification means you have passed Core plus all three types. Most employers prefer or require it because commercial buildings usually have a mix of equipment — Universal-certified techs can service all of it.

Recommended study order: Core → Type II → Type I → Type III.

ODP = Ozone Depletion Potential. GWP = Global Warming Potential (CO₂ = 1). A2L = mildly flammable — requires special handling. Verify current values with EPA before the exam as regulations update.

EPA 608 Exam — FAQ

Where can I take the EPA 608 exam?

Through an EPA-approved testing organization such as ESCO Institute, HVAC Excellence, or Prometric. Many vocational schools, community colleges, and trade associations also offer the exam. Several providers offer online proctored testing from home.

Does the EPA 608 certification expire?

No. Once you pass, your certification does not expire. However, you are responsible for staying current with regulation changes (like the AIM Act phase-down schedule). A certification from 1995 is still valid, but the regulations it tested you on have changed.

Can I take just Type II and skip the others?

Yes. You can take any combination of the Core plus one or more type sections. Most residential and light commercial HVAC technicians need Core + Type II at minimum. Universal requires Core + Type I + Type II + Type III.

What is the difference between recovery and reclaim?

Recovery means removing refrigerant from a system into a recovery cylinder — the refrigerant may be contaminated and cannot be resold. Reclaim means processing recovered refrigerant back to virgin purity standards at an EPA-certified reclaim facility. Only reclaimed refrigerant can be resold or used in another customer's system.

Is R-22 still tested on the EPA 608 exam?

Yes. Even though R-22 production ended in 2020, existing equipment still runs on R-22. Technicians still service it using recovered or reclaimed R-22. The exam tests your knowledge of handling it safely and legally.
